Prime Minister Narendra Modi will open the first new building of the Common Central Secretariat on Wednesday. This building, called Kartavya Bhawan-3, is part of the Central Vista redevelopment project. It is located along Kartavya Path, the central road in New Delhi that runs past key national landmarks.
Several Major Ministries to Move In
Kartavya Bhawan-3 will serve as the new office space for several major central government departments. These include the ministries of home affairs, petroleum and natural gas, external affairs, rural development, and the departments of personnel and land resources.
This move is especially important for the home ministry and the personnel department, which have operated from the North Block at Raisina Hills for nearly 90 years.

Ahead of the official ceremony, a video showing the new building and final preparations has been shared online. The visuals reveal modern facilities and extensive infrastructure.

Finance Ministry to Shift Soon
In the coming months, the finance ministry is also expected to leave the North Block and move into another Kartavya Bhawan. Later, the defence ministry and the Prime Minister’s Office (PMO) will shift from South Block.
This relocation will clear the way for the planned Yuge Yugeen Bharat museum, which will be built on the Raisina Hills premises.
More Buildings Coming Under Central Vista Plan
As part of the broader Central Vista redevelopment, the government has planned 10 new Kartavya Bhawans. These buildings will replace older scattered offices and bring ministries under one roof.
Two more buildings are expected to be completed by next month. Once they are ready, additional ministries and departments will also relocate.
Kartavya Bhawan-3 Is a Modern Green Building
According to the Prime Minister’s Office (PMO), Kartavya Bhawan-3 covers about 1.5 lakh square metres. The building has two basement levels and seven floors.
It includes many eco-friendly features. For example, rooftop solar panels are expected to generate over 5.3 lakh units of electricity every year. The facility also has electric vehicle charging stations.
Moreover, the building is IT-enabled. It includes ID card-based access, integrated surveillance systems, and a centralised command centre for operations and security.
