Cockroach Janata Party (CJP) founder
Abhijeet Dipke was granted conditional bail by the Special Executive Magistrate (SEM) court at Mandir Marg in New Delhi on Saturday. He has been asked to furnish a personal bond of Rs 50,000 and is expected to be released soon.
Under Sections 126 and 170 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), Dipke must follow the conditions imposed by the court. These include maintaining peace and good behaviour for one year.
Dipke Taken Into Preventive Custody Ahead of Tiranga March
Delhi Police took Dipke into preventive custody on Friday as he was on his way to attend the CJP’s ‘Lehra Do Tiranga’ protest march at Connaught Place. Police had booked him under Sections 126 and 170 of the BNSS.
Before the planned demonstration, more than 20 police personnel visited Dipke’s residence and served him two notices. The first notice barred him from organising or participating in a demonstration, procession or rally in the Connaught Place area. Police cited the possibility of a stampede and traffic disruptions as reasons for the restriction.
The second notice concerned alleged violations of the conditions of his bond. It referred to the requirements imposed on Dipke and fellow CJP leaders Saurav Das and Ashutosh Ranka.
According to the notice, the three leaders had previously been taken into preventive custody and produced before a court. They were directed to maintain peace and good behaviour for one year.
Earlier Preventive Custody in October
On October 10, Dipke, Das and Ranka were taken into preventive custody ahead of another planned protest. Police produced them before the Special Executive Magistrate’s court at Delhi Cantt police station.
The three leaders were later released after furnishing surety bonds of Rs 50,000 each. They also agreed to maintain peace and good behaviour for a period of one year.
Delhi Police Denies Permission for CJP Protest
The CJP had planned to hold its ‘Lehra Do Tiranga’ march at Central Park in Connaught Place at 5 pm on Friday. However, Delhi Police refused permission for the event, citing prohibitory orders under Section 163 of the BNSS.
The restrictions apply to mass gatherings in Connaught Place and neighbouring areas.
Despite receiving the two notices earlier that day, Dipke was detained preventively while travelling to join the protest. All India Students’ Association (AISA) chief Neha Bora was also detained at Mandi House while heading towards the demonstration.
Detentions Trigger Scenes of Jostling
Police picked up Dipke from his residence in Jhandewalan, while officers detained Bora at Mandi House. Their detentions led to scenes of jostling involving members of the public, camera crews and security personnel.
Dipke’s conditional bail comes after his detention ahead of the planned protest march, which police had barred under the prevailing restrictions on public gatherings in the area.
