The National Investigation Agency (NIA) has linked the deadly Pahalgam terror attack to Pakistan in its detailed 1,597-page charge sheet. The agency said the attack was planned, directed, and controlled from across the border and accused The Resistance Front (TRF), a proxy outfit of Lashkar-e-Taiba (LeT), of carrying out the operation.
According to the charge sheet, Sajit Jatt played a central role in planning the attack. The NIA described him as the mastermind behind the operation and said he guided the three terrorists involved in the assault.
The agency identified the attackers as Faisal Jatt alias Suleman Shah, Habeeb Tahir alias Jibran, and Abu Hamza.
NIA Details Sajit Jatt’s Role
The charge sheet stated that Sajit Jatt coordinated the terrorists’ movement and arranged logistical support for the operation. It also claimed that he selected targets and organised weapon and supply drops inside Jammu and Kashmir using drones.
According to the NIA, Jatt supplied Pakistan-made phones and weapons to the terrorists. The agency said the structure of the operation clearly pointed toward Pakistan-backed terrorism.
“The hierarchical command structure, cross-border encrypted coordination, weapons logistics, and handler-driven tasking leave no doubt that the attack was a Pakistan-sponsored terrorist operation executed by LeT/TRF,” the NIA stated in the charge sheet. The NIA further claimed that the terrorists received bomb-making instructions through a pro-TRF Telegram channel.
Pahalgam Attack Killed 26 People
On April 22, 2025, terrorists attacked tourists at Baisaran Valley in Pahalgam, Jammu and Kashmir. According to investigators, the attackers specifically targeted non-Muslims during the assault. The attack killed 26 people and shocked the entire country.
Apart from the three terrorists, the NIA also charged two local residents — Parvaiz Ahmad Jothar and his uncle Bashir Ahmad Jothar. The agency accused them of acting as overground workers (OGWs) for Lashkar-e-Taiba and providing shelter and support to the terrorists.
NIA Traces Telegram Accounts To Pakistan
The NIA also revealed details about several Telegram accounts allegedly linked to the terror attack. According to information received from Telegram, the channel called ‘TheResistanceFront Official’ was reportedly operated through the account @ShaalashaskaOcelot using the Pakistani mobile number +92-329-5446118 from Rawalpindi in Punjab province.
Investigators also said that TRF initially claimed responsibility for the attack through social media accounts linked to Pakistan before later denying involvement. The NIA additionally connected a Telegram bot that spread TRF propaganda and updates to Pakistan-based operations.
Amit Shah Had Earlier Presented Evidence
Earlier, Union Home Minister Amit Shah informed Parliament that security forces recovered Pakistani voter identity cards from two of the three terrorists after killing them. He also said security personnel seized Pakistani-made chocolates and weapons from the attackers.
Security forces killed the three terrorists near Srinagar on July 28, 2025. Later, Shah confirmed in Parliament that they were responsible for the Pahalgam massacre.
“While Suleman was an A-category commander of the Lashkar-e-Taiba, Afghani was also an A-category Lashkar-e-Taiba terrorist, and Jibran was also a notorious and wanted terrorist. All three terrorists involved in the killing of our citizens at Baisaran valley in Pahalgam have now been eliminated,” Shah had said.
