The plan to build 200 Kamov helicopters in India under an Indo-Russian joint venture has come to a halt. Officials told The Times of India that the delay is due to Russia’s war in Ukraine, Western sanctions, and global supply chain problems after the Covid-19 pandemic.

India and Russia signed the agreement in 2015. To carry out the deal, Hindustan Aeronautics Limited (HAL) and Russian Helicopters created a joint company called Indo-Russian Helicopters Limited (IRHL).

Russia Faces Parts Shortages and Engine Challenges

According to HAL Chairman DK Sunil, Russia is struggling to get parts for the Kamov helicopters because of sanctions and lost access to European suppliers. He told the Times of India, “The Russians have had their own issues with their war with Ukraine and subsequent sanctions on them. They faced issues securing parts — particularly those previously sourced from Europe. Even the engine was coming from Europe. Now they are testing with their own engine.”

Sunil added that Russia has promised to update India on engine certification status by the end of this year.

Local Production Promise Made, But More Time Needed

Despite challenges, Russia had agreed to 70% indigenous manufacturing in India. The deal involved 135 helicopters for the Indian Army and 65 for the Indian Air Force.

However, Sunil pointed out that Russia needed additional time to meet that goal. He said, “We’ve asked them for more details. Right now, things are uncertain. We’ll wait to see their certification status before deciding.”

HAL Shifts Focus to Indigenous Helicopters

With the joint venture paused, HAL is prioritizing its in-house helicopter programs. These include the:

• Light Utility Helicopter (LUH)

• Light Combat Helicopter (LCH)

• Indian Multi-Role Helicopter (IMRH)

Sunil explained that HAL’s new helicopter facility in Tumakuru, Karnataka, is now the center of production. He said, “We’ve built eight LUHs there so far. The LCH will also move there in phases. Eventually, our 12-tonne IMRH will be built there too.”

Tumakuru Facility to Ease Burden on Bengaluru Plant

Once the Tumakuru unit becomes fully operational, it will help reduce pressure on HAL’s Bengaluru helicopter division. The Bengaluru facility will continue producing the Advanced Light Helicopter (ALH) Dhruv, while new models will roll out from Tumakuru.
