Karnataka High Court Stops Order Restricting RSS Activities
The Karnataka High Court stopped a state order that allegedly restricted RSS activities, dealing a blow to the Siddaramaiah government.

The Karnataka High Court on Tuesday stopped a government order that allegedly restricted RSS activities across the state. This move came as a setback for the Siddaramaiah government.

According to an ANI report, the Dharwad Bench of the High Court stayed the order. The order required private organisations to get permission before using government premises for events. The court will hear the case again on November 17.

Despite Chief Minister Siddaramaiah’s denial, many claimed the order aimed to curb RSS programs.

Government Reissued 2013 Circular

On October 18, the Karnataka government reissued a 2013 circular that banned the use of government school grounds for private activities. The decision followed a letter from IT and Biotechnology Minister Priyank Kharge to Chief Minister Siddaramaiah.

In his letter, Kharge urged action against officials attending RSS events. The government said the new order aimed at “the preservation, protection and proper utilisation of government properties and premises, playgrounds, and public assets.”

Kharge Cites Civil Service Rules

Kharge wrote to Siddaramaiah after a Panchayat Development Officer (PDO) in Raichur district allegedly took part in an RSS program.

He referred to Rule 5(1) of the Karnataka Civil Service (Conduct) Rules, 2021. It bars government employees from joining or supporting political organisations.

Kharge said, “As per Rule 5(1) of the Karnataka Civil Service (Conduct) Rules, 2021 for Government servants in the State of Karnataka, the following rule is already in force. No Government servant shall be a member of, or otherwise associated with, any political party or any organisation engaged in politics, or shall take part in any political movement or activity, shall not be solicited for its support or shall render any assistance thereto. It has been observed that government officials and employees are participating in the programs and activities organised by RSS and other organisations in recent times, despite the clear direction.”

After this, the government suspended the official from duty.

Political Reaction

The order created a political uproar in Karnataka. Critics accused the Congress government of targeting certain organisations. The High Court’s stay brought temporary relief to those opposing the move. The final hearing will take place on November 17.
