French President Emmanuel Macron will host an emergency summit on Monday regarding the war in Ukraine. This comes after U.S. officials suggested that Europe would be excluded from peace talks.

Macron Calls for Talks on U.S. Policy Change

On Sunday, the French presidency announced that Macron had initiated "consultation talks" to address the U.S. shift in policy regarding Ukraine. Therefore, the goal is to discuss the impact of this change on European security.

Leaders Attending the Summit

The summit will include key figures such as German Chancellor Olaf Scholz, Polish Prime Minister Donald Tusk, Italian Prime Minister Giorgia Meloni, NATO Secretary General Mark Rutte, and European Union officials Ursula von der Leyen and Antonio Costa.

Trump’s Announcement Shocks Europe

Last week, US President Donald Trump shocked NATO allies when he revealed that he had spoken to Russian President Vladimir Putin without consulting them. Furthermore, he announced plans to begin a peace process, leaving European leaders surprised.

Moreover, on Saturday, Trump’s Ukraine envoy, Keith Kellogg, added to Europe’s unease by stating that Europe would not have a role in peace talks. This announcement came despite the U.S. asking European capitals to contribute to Ukraine’s security guarantees.

U.S. Asks European Allies for Input on Security

In addition, the U.S. has asked NATO allies what they need from Washington to participate in discussions about Ukraine’s security. A document obtained by Reuters on Sunday confirmed this request.

EU Faces Disunity Over Ukraine Strategy

The European Union has struggled to develop a unified strategy for ending the war in Ukraine. After three years of Russia’s invasion, EU members continue to be divided on how to approach the conflict.

However, some countries expressed frustration that the upcoming summit will involve only a select group of leaders, rather than a full EU summit. Despite this, French officials have reassured that the meeting could lead to further discussions involving all interested partners to address European security and peace.
