Security analysts believe Munir’s appearance was not accidental. Retired Major General Sanjay Meston explained, “An army officer always has to be in uniform while receiving foreign leaders. Asim Munir is aiming to show that he is a diplomat with the Americans and a soldier with Iran. That is the messaging. This is unbecoming of the conduct of a senior army general.”

Similarly, defence expert Sandeep Unnithan pointed out that the combat uniform was chosen carefully to project strength towards Iran, especially given recent tensions between the two countries.

“Munir did not wear the ceremonial army uniform, but the combat dress. It is to show some kind of strength vis--vis Iran that he is going there as a military leader,” Unnithan said. “Iran and Pakistan exchanged missiles a couple of years back. There have been border tensions between the two countries as well. These are all for the cameras,” he further said.

Background of Iran-Pakistan Tensions

Although Iran and Pakistan share close ties due to geography, relations have faced strain in recent years. In 2024, Iran launched drone and missile strikes in Pakistan’s Balochistan province targeting the group Jaish al-Adl, which Tehran accuses of carrying out attacks inside Iran. In response, Pakistan conducted strikes in Iran’s Sistan-Baluchestan region against militant groups. The situation was eventually controlled after intervention by China, but tensions have remained unsettled since then.

Munir’s choice of a formal suit while meeting the US delegation was seen as an attempt to present himself as a statesman rather than just a military leader. He has followed a similar approach in past meetings with Donald Trump, who once referred to him as his “favourite Field Marshal.” Experts believe this signals Munir’s broader political ambitions and his effort to shape his global image.

Analysts also highlighted a third, more important message: Munir’s central role in Pakistan’s power structure.

According to experts, it is highly unusual for a serving army chief to receive high-level foreign delegations. Traditionally, such responsibilities fall to civilian leaders like the president, prime minister, or foreign minister.

Retired Major General Sanjay Soi said, “The military rules the roost in Pakistan. Asim Munir has gone a step further. In any international dealings, you will find Asim Munir present. He wants to hog the limelight. He knows he calls the shots and wants to prove it.”

His visible presence alongside JD Vance during official ceremonies further reinforced this perception.

US Aware of Pakistan’s Power Structure

Former diplomat Rajiv Dogra noted that the United States understands Pakistan’s dual power system. He pointed out that JD Vance also engaged warmly with Foreign Minister Ishaq Dar, signalling that Washington still acknowledges the civilian leadership.

“Vance patting the back of Ishaq Dar conveyed a message that the US has consideration for the civilian side also,” Dogra said.
