Government to Introduce 10 New Bills in Winter Session, Including Major Nuclear Sector Reform
The government plans to introduce 10 new bills this winter session, including major changes to atomic energy, higher education, corporate laws, and securities markets.

The government has lined up 10 fresh legislations for the winter session of Parliament, starting December 1. The list includes a significant proposal to open the civil nuclear sector to private participation.

Atomic Energy Bill on the Table

The key proposal is The Atomic Energy Bill, 2025. It aims to regulate and govern the use of atomic energy in India. Importantly, it seeks to let private companies enter the civil nuclear space, a major shift from past policy.

New Higher Education Commission Proposed

The government has also included the Higher Education Commission of India Bill. According to a Lok Sabha bulletin, this law will create a new Higher Education Commission to help universities and higher education institutes become self-governing. It will also push for quality through a clear and transparent system of autonomy and accreditation.
This reform has been part of the government's long-term agenda.

Bills on Highways, Corporate Laws, and Markets

The session will also see the introduction of the National Highways Bill. It aims to speed up and improve transparency in land acquisition for national highway projects.

Similarly, the proposed Corporate Laws Bill, 2025 will amend the Companies Act, 2013, and the LLP Act, 2008. Its goal is to make it easier to do business in India.

Another key proposal is the Securities Markets Code Bill, 2025. It plans to merge the SEBI Act, 1992, the Depositories Act, 1996, and the Securities Contracts Act, 1956 into one simplified securities code.

Amendments to Arbitration Law

The government also wants to update the Arbitration and Conciliation Act. Law Ministry officials said a Supreme Court observation on company directors and a pending amendment to Section 34 have been sent to a committee. The upcoming changes will arise from that review.

Pending Bills and Budget Also on Agenda

Two bills from the previous session are listed again for debate and passage. The government will also present the first supplementary Budget for the year.

The winter session will have 15 sittings and will end on December 19.
