Centre Rules Out Bill on Chandigarh Administration in Winter Session
The Centre clarified it has no plans to introduce a bill on Chandigarh’s administration in the Winter Session, assuring its governance and state arrangements will remain unchanged.

The Ministry of Home Affairs (MHA) on Sunday clarified that the Central government has no plans to introduce any bill on Chandigarh’s administration in the upcoming Winter Session of Parliament. Officials said the proposal is still under review and aims only to simplify the law-making process for the Union Territory. No final decision has been taken.

Governance of Chandigarh Will Remain Unchanged

The government stressed that the proposal does not intend to alter Chandigarh’s governance or administrative structure. It also does not affect the traditional arrangements between Chandigarh and the states of Punjab or Haryana. The Centre assured that any decision will come only after consulting all stakeholders and considering the city’s interests. “There is no need for any concern on this matter. The Central Government has no intention of introducing any Bill to this effect in the upcoming Winter Session of Parliament,” the MHA said.

Details of the 131st Amendment Bill, 2025

Reports had claimed that the Constitution (131st Amendment) Bill, 2025 sought to bring Chandigarh under Article 240 of the Constitution. This Article applies to Union Territories without legislatures and empowers the President to frame regulations. Currently, it covers Andaman and Nicobar Islands, Lakshadweep, Dadra and Nagar Haveli and Daman and Diu, and Puducherry. At present, Punjab’s Governor serves as Chandigarh’s Administrator.

Political Reactions in Punjab

The reports triggered strong reactions in Punjab. Many leaders alleged that the Centre was attempting to snatch Chandigarh from the state. The government’s clarification aims to calm fears, reiterating that Chandigarh’s governance will remain unchanged.
